Volunteers are not employees, and the legal duties owed to them differ. That said, where a volunteer is doing work that would trigger a vaccination requirement if an employee did it, the sensible and defensible position is usually to treat them the same way. We will quote either way. The decision is yours, and it is worth taking with your trustees rather than leaving to the operational team.
